Colombia's Television National Authority (ANTV) issued the law that regulates the implementation of access systems for the hearing impaired in contents broadcast through the public television service.
Taking into account the rights of the deaf and hypoacusic population and ANTV's role as regulator of the public television service, Ruling 350/2016 was issued. It compels concessionaires of television spaces at Canal Uno, open television operators with national, regional and local coverage, as well as paid television operators with self-produced programming to implement systems that guarantee access to television for this population.
As part of its new features for this year, the festival presents the "First Smart Films International Congress - Towards an Orange Economy." Also, there is a new category called Inclusive Smart ICT, in which amateur filmmakers with any kind of disability can participate. ATmedios, as the festival's partner and sponsor, made some of the finalist films accessible.
Since 2015, Cartagena de Indias International Film Festival has had a space where movies are accessible for people with visual and hearing disabilities in Colombia. It's the "Movies for Everyone" project. In the festival's 56th Edition, the project will feature eight movies from the Colombian, Argentinian, Mexican and Chilean industries. These films will have accessibility systems such as audio description, sign language and subtitles for deaf people.
